A direção do gasto público nos estados da Bahia, Ceará e Pernambuco no período de 2015 a 2018

Abstract

The present work analyzed the distribution of public fund resources between the financial bourgeoisie and workers in the states of Bahia, Ceará, and Pernambuco located in the Northeast region of Brazil, in the period from 2015 to 2018, based on a structural crisis in the capital, by which the public fund is the instrument that most contributed to the financial accumulation process. The main objective of the research was to identify, in the distribution of public expenditure, as the most favored classes and fractions of classes in the formation and destination of public fund resources in the states of BA, CE, and PE in the period from 2015 to 2018. For to achieve this objective, carry out a critical and total analysis of the reality of public expenditure, specifically of the amount, direction, and social and financial expenses, based on a critical analysis of the public budget. It was concluded that the social expenditure evolved in the amount, being the most relevant in this context, implying that the working class was benefited more, however, the public fund did what was expected of it, reproducing the capital and the workforce, which, from that point on, was more favorable to work.
